4. Consider approving the Request for Qualifications for development of the travel demand model and authorize staff to issue the RFQ.
    
5. Consider approving the Memorandum of Understanding between the Lawton Metropolitan Planning Organization and the City Transit Trust for Transit Performance Measures.
